When you say the property "went under foreclosure" do you mean it went to Trustee Sale or the Notice of Default was filed? If the property did go to sale then you would have been contacted by the bank (or 3rd party investor) who now owns the property. If you are a renter they are required to give you a 90 day notice to move or negotiate a "cash for keys" deal where they pay you an amount to help you move and you agree to be out by a certain date.
You may want to consult with a local realtor in your area that specializes in foreclosures so that they can tell you for certain where your home is in the foreclosure process. You can also reach out to a free housing counsellor by going to makinghomeaffordable.gov.
You may want to consult with an attorney if you believe that you are the rightful heir to the property and the loans have been fraudulently attached by your cousin.
