Renters in Short-sale under Protecting Tenants at Foreclosure Act

Can someone please explain if renters in short-sale are covered under the theHelping Families Save Their Homes Act signed on May 20, 2009 -TITLE VII - Protecting Tenants at Foreclosure Act .

Unfortunately I don't believe so since a short sale avoids the foreclosure processs by design.  Your only recourse is against the original landlord who is essentially breaking your lease unless he/she make arragements with the new owner to assume the lease.
