SSI payee still wanting to pay old owner after date of sale

Afirend is on SSI and has a state retained payee. The property she is renting is being auctioned off on Dec. 31. Her payee says that she still has to pay the rent to the old owner even after seeing the auction paperwork. My friend wants her to retain the monies for the new owner or in case she has to move. What can she do if the monies are sent? Will she have to sue the old owner or does he have a legal obligation to turn the monies over to the new owners?
