Investor seeking right short sales to offer on...

I am an investor as I manage a large fund for buying short sales. I am curious to know if anyone has a particular type of short sale who may be facing the challenge of a 1st who won't give any more time or a second who will not accept the offer from the first...

I'm looking for value greater than first and all lates by minimum 60k and a second who is unwilling to say yes or the first is not interested in stalling the sale.
